Update on Herbert Road and N11/M11 Bus Priority Interim Scheme (BPIS)

In response to widespread community feedback, Wicklow County Council stated:

“The Council has listened to, and accepts the public sentiment with regard to the Herbert Road. Therefore, as a minimum measure, the Council commits to keeping the southbound left-in access to the Herbert Road from the N11 open to vehicular use.”

This commitment ensures continued access while further studies are carried out to explore longer-term solutions.

Tender Competition for Technical Consultants – Phase 3 & 4

Following the publication of the Phase 2 Options Selection Report on 10th April 2025, Wicklow County Council launched a tender competition to appoint Technical Consultants to deliver Phases 3 and 4 of the BPIS, in line with TII Project Management Guidelines.

  • 15th May 2025 – Tender submissions invited from Framework for Technical Consultancy Services participants.

  • 25th July 2025 – Final submission date (extended to maximise participation).

  • 7th August 2025 – Tender assessment board completed evaluation.

  • 8th August 2025 – Tender assessment report submitted for approval by TII.

 

Approval from TII is expected in the coming days. Once approved:

  1. Letters of intent will issue to notify successful and unsuccessful tenderers.

  2. A 14-day standstill period will follow.

  3. A formal letter of acceptance will then be issued to the successful tenderer.

Phase 3 design work will commence thereafter and is expected to take up to two years to complete.

Herbert Road/N11 Junction – Options Under Review

As part of the Phase 3 & 4 Brief, Technical Consultants will carry out a detailed assessment of alternatives for Herbert Road access to the N11, including:

  • A one-way link road from Herbert Road southward to Junction 7 (L5019 Ballywaltrim Lane).

  • A one-way link road extending from Dargle Lane (with link road to Junction 6) to Herbert Road and southward to Junction 7 (L5019 Ballywaltrim Lane).

  • A one-way segregated service road (Southbound) connecting Junction 6 to Junction 7.

  • A one-way segregated service road (Southbound) from Herbert Road Junction to Junction 7.

 

However, in the absence of an acceptable and feasible alternative, Wicklow County Council has confirmed the southbound left-in exit from the N11 to Herbert Road will remain open for traffic use.

The Council will continue to engage with stakeholders as the design phase progresses and will provide further updates as approvals are confirmed and work advances.
